Registered Sex Offender Arrested on Suspicion of Invasion of Privacy

TUSTIN – A 60-year-old registered sex offender was arrested on suspicion of discreetly taking up-skirt videos of a woman as she was shopping with her two children at a Halloween department store in Tustin, police said today.

According to Tustin Police Department spokesman Lt. Ryan Coe, officers responded to Spirit Halloween in the 13800 block of Red Hill Avenue on Oct. 20 to a report regarding an invasion of privacy.

Coe said multiple witnesses observed Roland Moreno discreetly taking up-skirt videos of a woman as she was with her children shopping. He fled the scene before police arrived at the location and left his cellphone, which detectives later recovered.

Coe said Moreno’s cellphone underwent a thorough investigation, which revealed to detectives that he allegedly had videos of similar offenses from various locations. Moreno was arrested Sunday while attending an event in Fullerton.

According to Coe, Moreno is a registered sex offender with prior convictions for possession of child pornography and child annoyance.
